农民工进城与农村环境问题

改革开放后,大量农民工进城对农村环境产生了重大影响,主要表现在农业生产中的工业投入品增多致使面源污染增强,农民生活中的污染物排放量增多,农村组织的弱化导致环境治理难度的加大.为此,要加强农村环境保护立法和制度建设,加强宣传教育工作,积极推动农村组织的发展,合理推进土地流转,积极支持与引导农业龙头企业的发展,并进一步发展小城镇.

Migrant Workers＇ Going to Town and Rural Environment Problems

Since the reform and opening up, a large number of migrant workers~ going to town has ex- erted significant impact on the rural environment, which mainly lies in the following respects. Firstly, the more industrial inputs in agricultural production, the more non-point source pollution there will be; secondly, the pollutant emissions in farmers~ life increase~ the weakening of the rural organization increases the difficulty of environment governance. Accordingly it is essential that we should strength- en the construction of legislation and system, the publicity and education with regard to rural environ- ment protection, actively promote the development of rural organization, reasonably push forward land circulation, actively support and guide the development of agricultural leading enterprises, and further develop small-towns.
