摘    要:根据近年来参加国家防汛指挥系统水情分中心建设的实践经验,论述了在现有的应用条件和应用环境下防汛指挥系统采用双信道通信的必要性,提出了根据现场条件选择系统主通信信道和备份通信信道的基本原则,对各种通信方式及其应用特点进行了分析对比,为国家防汛指挥系统水情、工情、旱情分中心系统的建设提供参考。

Abstract:Based on the practice and experience in water regime sub- center construction of National Flood Control Commanding System in recent years,this article explains the necessity of double channel communication in remote stations under current application conditions and environment,and puts forward the basic principle of selecting and applying system main channel and backup channel according to the field condition. It also discussed every communication mode and its application characteristics,and makes comparison on technique to provide reference for future water regime,operation management and drought relief sub- center system construction of the National Flood Control Commanding System.
