公共危机管理中非政府组织的参与

在构建社会主义和谐社会的时代背景下，公共危机管理能力成为检验政府执政水平的重要指标，但是政府作为单一主导者的弊端却日益凸显。非政府组织作为公民社会的重要组织实体，作为公共治理框架中的组成部分，在参与应对公共危机时应该而且也能够发挥重要的作用。然而由于诸多原因，我国非政府组织发育并不完善。因此，如何充分发挥公共危机管理中非政府组织的作用，成为我国公共危机管理中亟待解决的重要问题。

Participation of the Non-governmental Organization in Public Crisis Management

With the construction of socialist harmonious society,the public crisis management ability has become one of the important standards in evaluating the government's administrative capacity,yet the government as the sole leader has brought about certain disadvantages,which is becoming more and more evident.The NGO is an important entity in the civil society,which is also the constituent in the public governmental frame.So the NGO should play a vital role in dealing with public crises.However,as a result of many reasons,our country's non-governmental organization's growth is imperfect.Therefore,how to display the non-governmental organization's function fully in our country public crisis management is a problem which urgently awaits to be solved.
