沽源县生态工程成效实证调查和分析

选择河北省坝上高原沽源县对农民生态工程认知和成效评价进行实证调查和分析.在5个自然村进行人户问卷调查和村民集体座谈,将调查结果加以分析、综合,得出以下结论:退耕还林还草、围封禁牧和季节性休牧、荒地造林种草是当地主要的生态工程类型.根据实证调查认为,生态工程取得了良好的生态环境效益,增加了农民收入；限制牲畜数量,围封禁牧与休牧是农民优先选择的生态措施；农民希望政府再延长退耕补助期限.笔者提出了若干关于当地生态建设的政策建议.

A Positivist Analysis on the Effects of Ecological Projects in Guyuan County

This article researches and analyzes farmers’ cognition on the effectiveness of ecological engineering in Bashang plateau,Hebei province.The research area includes five villages in four different townships of Guyuan county,Hebei province.Through interviews and informal discussions with farmers in these five villages,it is concluded that ecological agriculture project,returning cropland to forest and grassland project,Beijing-Tianjin sandstorm source control project and capital water source protecting project are the major projects of ecological engineering in Guyuan county.The results show that the overall effectiveness of local ecological projects is better than ever,and the policy of ecological engineering has positive effect on farmers’ income.For the purpose of further improving farmers’ income,it is suggested that some important political measures be taken,such as strengthening the basic farmland construction,developing characteristic agriculture and grassland eco-tourism,establishing long-term mechanism of ecological compensation policy for grassland and water source protection and so on.
