我国农产品贸易中的绿色壁垒问题研究

随着关贸总协定和世界贸易组织的运行,关税壁垒不断降低,传统的非关税壁垒受到的限制也越来越严 格。但西方发达国家为达到贸易保护的目的,积极推出新的非关税壁垒措施来实施其贸易保护战略,“绿色壁垒” 就是目前最为盛行的一种。我国在加入世界贸易组织之前,关税、数量限制等是影响我国农产品出口的主要壁垒。 而现在,绿色壁垒已经成为我国农产品出口的最大障碍,对我国农产品出口已构成巨大的压力和严峻的挑战。由 于我国是一个农业大国,农产品贸易在我国对外贸易中占有重大份额,所以笔者认为有必要对我国农产品贸易中 绿色壁垒问题进行深入的研究。

Study on the green barrier appearing in the process of trade of our country's farm product

With the running of the GATT and WTO, tariff barriers are continually cut down, and non-tariff barriers are limited more and more rigidly. But western developed countries adopt enthusiastically the measures of non-tariff barriers aiming at the purpose of trade protection, and green barrier has been the most prevalent type at present. Before our country entered the WTO, tariff and quantitative limitation were the main barriers that gave a negative influence to our country's export of produce. But at present, green barrier has become the biggest obstacle to our country's export of produce and lay serious stress and challenge on that. Our country is a big agricultural country and trade of farm produce occupies a big share in our country's foreign trade, so the author think it is imperative that we deeply study the problems of green barrier that are appearing in the process of trade of our country's farm produce.
