| 摘 要： | 按照实践的要求，分析了我国县级大气污染综合整治规划中存在的问题，探讨了县级大气污染综合整治规划的宏观性方法，提出了在定性分析的基础上把“现状—目标—措施”用数量关系联系起来和在规划中注重宏观战略指导性与可操作性相协调的方法。

| Abstract: | Based On the principle of the
practical application,the present problems facing the comprehensive management scheme of the
air pollrtion for the county level of China were studied, and the approach to this management was
put forward, furthermore, the idea of Connecting the Status quo-Target-Measures through Quantity
Relations and the coordination of the Macro Strategy and the Practicability were discussed
respectively. |
