浙江省科技期刊普遍存在着办刊模式与市场经济体制脱节，期刊定位不当，编辑意图与读者需求脱节，管理模式陈旧，主编意愿与编辑工作积极性脱节等现象。要改变这一现状必须进行深入细致的调查研究，准确定位，改革行政拨款模式，实行企业化管理，推行成本倒算，改革分配激励机制，实行等级工资制和绩效工资制。
