试论流域区际利益协调

在建立流域利益指标体系及其测度的基础上，提出与自然地理或行政区划既有联系又有区别的甲乙两类流域利益区际，有针对性地提出协调流域区际利益的十大措施：既进行统一规划，开展区际联合，拓展区内联合，形成聚集效应，利用价格杠杆，强化税收监控，发挥两个积极性，调整产业布局，实行特殊政策，以及提高协同意识，并就成立流域管理委员会问题进行了讨论。

On Coordination of Interest between Zones in Watershed

Based on indexes system of watershed interest and its synthesized measurement, this paper brings out two kinds of watershed interest zone which are categorized in the light of geography or prefecture. The zones are both distinguished and related. Then, this paper offers ten measures to coordinate interest between watershed zones: programming the zone in view of whole, conducting coalescence among between zones, conducting inner coalescence, forming integrated effects, using lever of price, strengthening tax supervision and control, bringing central and local initiative into play, adjusting distribution of industries, implementing special policy and improving awareness of coordination. Last, this paper discusses feasibility of the founding of watershed management committee.
