| 摘 要： | 在分析鞍山市“十一五”科技发展现状的基础上，针对科技创新和经济发展过程中所面临的问题，探讨了科技创新在地方产业优化升级中的引领和支撑作用，提出依靠科技创新促进产业结构优化升级、培育高素质科技创新人才、完善科技创新体系建设、建设良好的科技创新环境建议等。
