山西煤炭资源型城市产业转型系统研究

摘    要:山西是我国能源重化工基地,煤炭资源型城市占有很大的比例,这些城市往往都以煤炭产业作为主导产业,也都会遇到煤炭资源枯竭的那一天,产业转型具有客观必然性。目前,煤炭资源型城市在产业转型中遇到了许多困难,如城市演化陷入多难境地、生态环境对产业转型的压力突出等。认为:煤炭资源型城市产业转型涉及各个方面,是一个复杂的系统工程,主要包括产业转型的动力系统、支持系统、创新系统、转换系统。因此要用系统工程的理念建立产业转型机制,通过各项措施的实施,以顺利完成煤炭资源型城市主导产业的转型。

Abstract:Shanxi province is an important energy base of China. The main industries in a few important cities in Shanxi are based on coal energy. The coal resource is going to be quickly used up before long. It is nature that those cities has to seek for new industry sectors for development. Today, several cities are facing considerable difficulties while transiting from the traditional coal based industry sectors to others, especially the problems on the natural environment due to the development of the new industry sectors. In the view point of this paper, the transition from the traditional industries to the new ones is a very complicated process and involves several aspects, including the energy supply system, supporting system, innovation system, converting system, etc. In order to make the transition relatively smoothly done, it has to be based on a systematic theory to build the transition procedure and use effective strategies to implement the transition.
