| 摘 要： | 如何推进中小企业和科研力量结合,激励中小企业参与创新是推进中小企业成为创新主体的重要课题,它关系到地区产业结构优化、提高市场竞争活力和形成地区综合创新优势.国外在扶持中小企业创新方面进行了大量的探索与实践,其中日本政府扶持中小企业开展创新的模式和取得的效果,对认识中小企业创新以及解决上述问题提供有益的参考.
