| 摘 要： | 大学技术转移实施市场化运作,应重点建立和完善组织机制、资金筹措与分配机制、专业服务机制和激励与约束机制,即成立兼有管理和经营双重性质的大学技术转移办公室,按照市场规律筹措资金和分配收益,加强技术转移项目的流程管理,并建立以利益分配为主要驱动力的激励与约束制度。
