| 摘 要： | 分析了我国集成电路产业发展的现状及存在的问题，提出了解决问题的措施：加大关键技术及产品研发力度，提高产业技术水平；大力发展集成电路设计业，优化产业内部结构；改变政府资金支持方式，建立多渠道投融资体制；加强自主知识产权产品的开发和保护，缩小贸易逆差；建立激励机制，实施人才工程。

| Abstract: | The current situation and problems in the development of IC industry in China were analyzed, and some measures to solve the problem were put forward： developing the key technologies and products to improve the level of industrial technology; developing IC design industry and optimizing the internal structure of the industry; changing the support means of government funds and establishing multi - channel investment and financing system; strengthening the development and protection of independent intellectual property and narrowing the trade deficit; establishing the incentive mechanism and implementing talent project. |
