摘    要:农产品质量安全政府监管体系是一个复杂社会系统,需要以系统方法论为指导。运用物理一事理一人理(WSR)系统方法论,分析了农产品质量安全政府监管体系的物理因素、事理因素和人理因素,构造了农产品质量安全政府监管体系三维结构模型;按照WSR系统方法论的实施步骤,结合农产品质量安全政府监管体系自身特点,设计了农产品质量安全政府监管流程,并从物理、事理、人理三个方面提出农产品质量安全政府监管体系的优化措施。

Abstract:The government supervision system of anqlity safety of agricultural products is a complex social system and it needs sys- tem methodology as guidance. According to Wuli-Shili-Renli (WSR) system methodology, this paper analyzes the Wuli factors, Shili factors and Rcnli factors in government supervision system of quality safety of agricultural products and constructs the model of the three-dimensional structure. According to the implementation procedures of WSR system methodology and combining with the character- istics of government supel'vision system of quality safety of agricultural products itself, this paper designs the government supervision process of quality safety of agricultural products and puts forward the optimization measures on government supervision system of quality safety of agricultural products from three aspects :the Wuli factors, Shili factors and Renli factors.
