| 摘 要： | 企业发展软环境的作用主要体现在对经济体的保护功能、规范约束功能、引导功能和激励功能上。苏南民营企业软环境中政策法规的保护作用、产业发展和专业市场的引导作用、民间创业精神的激励措施等方面的欠缺和不足以及行政角色的错位是制约苏南民营企业发展的主要因素。

| Abstract: | The soft environment of the enterprise development functions as economic protection,stan- dardization and restraint,guiding,motivation.Not having enough support from the government,imbal- ance of the industry development,lacking the market guide and the inadequate measures taken to moti- vate private entrepreneurs,and improper administration,all of which are main factors limiting the pri- vate enterprise development in south Jiangsu. |
