| 摘 要： | 社会救助是政府职能的有机组成部分,是完善政府职能的必要充分条件.政府职能应依据社会救助的性质定位,社会救助本身很难将外部激励内部化,所以社会救助必须依存于政府职能之中.通过社会救助的经济分析,政府职能在社会救助内容中的定位应多样化,避免政府职能的缺位和越位.同时,还要根据社会救助出现的新形势和新特征转变政府职能,与时俱进.
