| 摘 要： | 我国现有的零乱的、分散的社会保险制度在一定程度上阻碍了我国社会保障事业的发展；《社会保险法》的难产有着深刻的社会原因和制度缺陷；《社会保险法》的立法工作存在诸多难点；可以利用此次立法的时机重组现行散乱制度、突破思想障碍和体制痼疾，力争一次性解决我国社会保险法律制度和运行体系的设计问题。

| Abstract: | The development of Chinese social security cause is restricted by the present messy and decentralized social insurance institutions. The delay of enactment of Social Insurance Law results from many institutional defaults and there are difficulties in legislative work. It is reasonable to integrate Chinese social insurance institutions and break ideological and systematical barricades, by which we could resolve the design of Chinese social insurance law and its operation system. |
