太平天国革命被镇压后,大批湘军被遣散回籍。由于欠饷过多,“切身之利”受到盘剥,加之外国资本主义深入中国内地,农村经济凋敝,失业者日众,满清政府无法尽安生业,不少湘军将士迅速沦为赤贫。哥老会乘机煽诱,流落江湖的散兵游勇纷纷投入秘密社会。以曾国藩为代表的湘军将领在对哥老会问题上镇压不力,采取“宽松”的政策,使得哥老会声势日壮,迅速蔓延。
