历史文化中心的边缘化困境及其发展战略——以安徽省亳州市为例

亳州作为我国首批历史文化名城，其历史文化中心的地位是显而易见的。文化是区域社会经济发展水平的重要体现，丰富的历史文化积淀映射出亳州作为皖北区域经济社会发展中心的辉煌过去。然而，当代亳州市的发展正面临着边缘化的困境。亳州发展边缘化的空间特征的表现：区域经济地位下降、结构转型滞后、发展空间受到挤压、人口大量外移等。亳州市发展必须实施文化兴市的反边缘化发展战略：着眼大区域调整城市功能定位；立足皖北融入中原经济区，强化亳州市的核心纽带功能；立足区域历史文化优势，走文化型城市发展道路；立足地域文化特色与资源禀赋，发展区域特色产业体系。

Marginalization Dilemma of Historical and Cultural Center and its Development Strategy- A Case Study of Bozhou City in Anhui Province

As one of the first national famous historical and cultural cities, the historical and cultural status of Bozhou is obviously great. Culture reflects regional social and economic development. The profound historical and cultural accumulation represents the glorious past of Bozhou as an economic and social development center in North Anhui. However, the current development of Bozhou is confronted with marginal dilemma. The spatial characteristics of its development marginalization includes： regional economic status declines; structure transformation lags behind; development space is being squeezed; a large number of population moves out, and so on. Therefore, the development of Bozhou should implement de-marginalization strategy, including adjusting city function orientation focusing on the extensive area; based on North Anhui and integrated to the central plain economic zone; intensifying the core bond function of Bozhou; with regional historical and cultural advantages, adopting the cultural oriented development; based on regional cultural characteristics and resources, developing industry system with regional characteristics.
