小化工与社会进步

我国县以下的,特别是乡镇企业中的化工生产企业,其特点是生产规模小、投资少、见效快、产品种类不多、数量不大等。近十多年中,它如异军突起,遍地开花。它对搞活经济,发展生产起了积极作用,同时也带来了不少问题。于是就出现了一些褒贬不一的看法。本文就这一问题发表如下观点:a.它是社会发展的需要;b.综合利用是小型精细化工的发展方向;c.治理“三废”,变废为宝显示了它的生命力。结论是:发展我国化学工业应大小并存,该大则大,该小则小,应具体问题具体分析。关键是如何引导这些小型化工企业向着正确的方向健康发展。

Small Chemical Industry and Social Progress

The county chemical enterprices in our country, especially those ofcountryside enterprices, are characterized by their sizes, investments, quickreturns, less variety of products, small outputs and etc. In the last tenyears or more, small chemical plants have suddenly blossomed everywhereas a sudden emergence of a new force. They have played an important rolein stimulating economy and developing production, while bringing aboutmany problems. Quite opposite views on it have been put forward. Theauthor of this article states his views as the following. 1. They are nece-ssary for the development of our society. 2. Comprehensive use is thedirection for small fine chemical plants to adhere to. 3. The "three scrap"control and making profit out of it shows the vitality of small chemicalindustry. The conclusion is tbat large, medium and small plants shouldcoexist in order to develop our chemical industry. The key is to lead smallchemical industry to develop strongly in the right direction.
