地方政府在准公共物品供给中的角色定位——以城市动物园供给为例

以城市动物园管理为例,以准公共物品理论为基础,对地方政府在动物园治理过程中的角色定位进行分析,指出政府在准公共物品的供给中存在主体单一、管理分散、监管不到位及法律法规缺失等问题,提出应通过改变供给主体、管理方式、监管形式和确立以人为本的法制管理来重塑地方政府在准公共物品供给中的角色。

Role Orientation of Local Government in the Supply of Quasi-public Goods-Taking the Supply of City Zoos for Instance

Taking the administration of city zoos as an example , based on the theory of the quasi-public goods , this paper analyzes the role orientation of the local government in the process of the administration of city zoos , considering that there exist some problems in the supply of quasi-public goods such as the single body , decentralized administration , poor supervision , lack of laws and regulations and so on.Therefore, it puts forward the issue of remodeling the role of the local government in the supply of the quasi -public goods by changing the supply body , administration way and regulatory form , and establishing people-oriented legal management system .
