| 摘 要： | 城市交通需求管理政策的实施直接影响城市居民的出行方式选择和出行意愿，关系人民群众切身利益，涉及面极广.为了从源头上避免和减少潜在的社会矛盾，减少和控制社会风险，及时预警可能威胁社会稳定的风险因素，对城市交通需求管理政策进行科学严谨的分析，能够防患于未然，实现政策的平稳推进和实施，把潜在风险的可能性降到最低.

| Abstract: | With the aim of alleviating and eliminating the negative effects of transportation demand management (TDM) policies, it is necessary to give a pre-warning of potential risk factors based on the comprehensively analysis of TDM policies. Systematic analysis method are used to study the potential risks caused by TDM policies, including political risk, legal risk, economic risk, social risk, systematic risk and environmental risk. With the risk analysis, response measures for minimizing the risks of TDM are proposed. The response measures can also be used as the basis of risk prevention and control. The results are helpful to implement the TDM policies smoothly with the minimal level of potential risks. |
