电信网络运营经济效益的分析与评价思路

为了提高电信业的竞争力,制定出合理的管制政策,以及规范投资行为,分析了电信网运营经济效益的内涵,从提高途径角度提出了技术效益、资源配置效益和规模效益的评价思路.其评价方法分为绝对性评价和相对性评价:绝对性评价方法是传统采用的方法,评价主体是评价对象本身;相对性评价方法是指DEA(Data Envelopment Analysis)方法,可以评价多个同类对象效益的相对有效性.从技术效益、资源配置效益、规模效益来研究电信网经济效益,便于找到制约效益提高的因素,为进一步进行定量研究奠定了理论基础;把评价方法划分为相对性和绝对性评价,既明确了方法之间的区别,又可结合使用多种评价方法从多角度评价电信网经济效益.

Analyzing and evaluating operating economic benefit of telecom network

The connotation of economic benefit of telecom network is studied in order to improve the competition of telecom, make out reasonable control policy and verify the investment behavior. From the view point of connotation and improving approach, operating benefit can be divided into technical benefit, resources allocation benefit, and scale benefit. we can assess then, with two approaches: absolute assessment and relative assessment. Absolute assessment is the traditional approach. DEA(Data Envelopment Analysis) is a main approach of relative assessment, which describes the relationship between multi-input and multi-output decision-making units, and assesses their relative effectiveness.
