| 摘 要： | 考虑到只要是以现今的资源去换取未来的期货，失败的风险总是不可避免的，而传统水库设计程序仅考虑抵御或防止相当设计标准的洪水，依据现代防洪的理念，基于风险分析的规划设计防洪减灾体系程序，全面考虑所有可能发生的事件引发的灾害后果，既包括低于设计标准的常遇事件，也包括超标标准的稀遇事件。

| Abstract: | Risk is unavoidable in the exchange of present resources for future expectations. Based on the modern concept of flood defense system, in the safety design of a reservoir, the water level or discharge of floods should be taken into account not only at the predetermined frequency but also beyond the given frequency. |
