我国商业票据的现状及存在的问题--诚信的遗失和制度的变迁

商业票据的发展建立在信用基础上。我国现有商业票据市场已初具规模，但与成熟市场经济所具有的商业票据市场相比还表现出规模过小、体系不完整、市场化程度较低等问题。商业票据市场内部发展不均衡、管制过严、信用缺失等问题则归因于我国渐进式改革中遗留的制度问题。因此放松管制、保护私有产权、按市场规律建立秩序和社会信用体系。是使我国票据市场走向规范、良性发展的必由之路。

Status Quo of Commercial Bill in China and Its Existing Problems

The commercial bill's development is built on its credit. The current market has been built up. However, compared with the advanced market economy, its scale needs enlargement, and its system needs perfection. Such problems still exist as: small scale, imperfect system, sluggish market, imbalanced development, over-strictness, lack of credit-all results from the national progressivereform system. Therefore, the only road to get a standard and normal development for the national commercial bill is to loosen its control, to perfect private property right, to set up regulations and social credit system, based on the market law.
