| 摘 要： | 以黑河流域（干）水资源基本特征和水资源开发利用现状及其对生态环境的影响为基础，根据上、中、下游统筹兼顾，经济效益、生态环境效益和社会效益相结合的原则，提出并建立了基于动态规划法的流域水资源优化利用方案和优化管理数学模型。结果表明，动态规划法对解决水资源供需矛盾等问题是可行的。

| Abstract: | Based on the characteristics and the status quo of water resources, and their effects on ecological environment in Heihe River Basin, to adhere to the principle of enhancing economic and environmental and social benefits for the utilization of water resources, a mathematical model of optimal management and a quantitative allotment scheme of optimal water resources utilization with dynamic programming method are established, which will resolve the contradiction between water requirement and water allotment for the whole basin. |
