On the Expansion of Local Power in the Late Qing Dynasty： A Case Study of the Local Governors

Since the Late Qing Dynasty, the central power, a traditional autocratic power structure, had already been shaken. The diplomatic,financial and military power of the local governors continued to expand. At last the local governments developed to be some power groups rivaling with the royal government, which accelerated the formation of the decentralization system and then the dynasty system was out of control.
