| 摘 要： | 欠发达地区要实现崛起、保持经济的快速增长，发展工业因区是其现阶段面临的必然选择。发展工业因区具有重要的现实意义：促进新型工业化发展；推动城市化建设；有利于统一解决中小企业发展中的深层次矛盾和问题等。推动工业因区的发展，要从科学规划着手，加强宏观调控和组织领导，帮助解决因区融资问题，培育优秀的技术和管理人才，以提升工业因区的建设水平。
