| 摘 要： | 为了促进西安市基础教育跨越式发展，笔者通过调查研究，发现西安市基础教育与经济发达城市相比仍有较大的差距，针对西安市基础教育存在的主要问题，对照基础教育的发展目标，笔者提出了实现跨越式发展的丰啦对策。
