科技资源有效配置赋能政府管理实践研究

当今世界,随着科学技术的迅猛发展,科学技术已经深入到人类物质生产和社会生活的各个方面。科学技术是第一生产力的论断,不仅是指科技成果直接应用于生产,更重要的是指科学技术作为综合的知识体系和思维工具,能帮助我们从宏观上观察分析复杂多变的经济现象、社会现象,进而推动科学决策和社会发展进步。这在政府管理实践领域尤为重要。本文以政府管理实践主体即党政人才的流动经济适配研究为分析对象,以有关科研文献计量分析为方法支撑、以“规模-结构-质量-态势”多维分析框架为研究路径,采用社会网络分析工具UCINET进行多维视角量化分析、文献可视化信息分析工具CNKI、Vosviewer进行图形展示,同时,结合干部人事制度改革进程探讨该研究的阶段特征和政策效力。研究结果表明：从整体进展来看,有关科研规模发展前景可期、结构多元格局明显、质量提升仍有空间、研究态势日趋明朗;从阶段特征来看,党政人才流动经济适配研究的阶段特征明显,党政人才管理体制改革引领作用突出;从研究态势看,随着国家层面改革进程推进,越来越多的研究者聚焦党政人才流动经济适配研究,逐步形成了改革实践引领理论研究、理论研究推动制度跃迁的政策闭环,科技资源有效配置赋能政府管理实践成效明显。
