“一带一路”背景下中国城市软实力及其对外联系研究

在经济全球化、区域一体化、文化多元化和政治多极化的大环境下，中国提出了“一带一路”倡议。本研究将“一带一路”沿线城市作为样本，通过构建经济水平、环境质量、城市创新、政府管理、城市文化5个维度的城市软实力指标体系，对275个样本城市的软实力水平进行了评价，并基于航运便利度、宽带用户量、航空便利度3个指标构建了对外联系指标体系，进一步采用四象限分析法讨论了“一带一路”背景下城市软实力和对外联系的相互关系，并提出了相关政策建议。

Research on China's Urban Soft Power and Its External Relations under the Background of "the Belt and Road"

In the context of economic globalization, regional integration, cultural diversification and political multi-polarization, China has put forward the development strategy of "One Belt, One Road". This study took the cities along the "Belt and Road" as the sample to evaluate the soft power level of 275 sample cities by constructing a city soft power indicator system in the five dimensions of economic level, environmental quality, urban innovation, government management, and urban culture. And the three indicators of shipping convenience, broadband users, and aviation convenience were used to build an external linkage index system. Then, the four-quadrant analysis method was used to discuss the relationship between urban soft power and external linkages under the background of the "Belt and Road", and a combination of soft and hard, both internal and external was proposed. Policy suggestions were given such as connecting people''s hearts, culture first, innovation-led, technology-driven, two-way communication, and mutual learning.
