从利益的角度透析联盟

联盟中存在三种利益,即联盟中成员国的共同利益、平行的不同利益和互反的利益。联盟产生于国家间的共同利益,它的存在维系着联盟,它的实现或不实现都将 意味着联盟生命力 的终结。联盟内部需要确立“霸权稳定”加“成员国相互协调”的机制以实现联盟利益。从“权力决定利益”的角度来看,联盟中的强国是利益的主要获得,其他相对较弱的国家也可实现部分国家利益的目标。

Analysis on Alliance from the Perspective of Interests

There are three kinds of interests in a single alliance, i.e. common interests, parallel interests and conflict interests. Alliance originates from the common interests among nations, and the existence of such interests holds the alliance together, but the alliance is destined to come to an end no matter such interests are realized or not. It is necessary to develop the mechanism of "hegemonic stability" and "co-ordination among member states" to ensure the realization of alliance interests. From the perspective of "power defining interests", great powers in an alliance are the main gainer of interests, at the same time, the other relatively weak nations may achieve part of their objectives of national interests as well.
