乡村振兴战略视阈下农村“三变”改革的探索与实践——以安徽省宿州市为例

农村"三变"改革是促进乡村振兴战略的重要基石。宿州市通过统筹推进农村"三变"改革工作,既激活了农业农村发展活力,壮大了村级集体经济实力,拓宽了农民增收渠道,也促进了农村一二三产业融合发展,破解了乡村治理难题,加快了脱贫攻坚步伐,为全面深化农村改革、大力实施乡村振兴战略探索了新路子。以宿州市农村"三变"改革为研究对象,深入分析了"三变"改革的进展情况、主要模式、对促进乡村振兴的机理、存在问题,进而提出有关加快推进"三变"改革的对策建议,以期为全省乃至全国其他地方正在推进的"三变"改革提供一些有益的经验借鉴与参考。

Exploration and Practice of Rural "Three Changes" Reform from the Perspective ofthe Rural Revitalization Strategy:Taking Suzhou City, Anhui Province as an Example

Rural "Three Changes" reform is an important cornerstone of promoting the rural revitalization strategy.Through overall promotion rural "three changes" reform, Suzhou has not only activated the vitality of agricultural andrural''s development, strengthen the village collective economy''s strength, broadened the channels for increasingfarmers'' income, but also has promoted the integration and development of the first, second and third industry inrural areas, solved the problems of rural governance, accelerated the pace of poverty alleviation, explored a new wayof deepening rural reform comprehensively and implementing the rural revitalization strategy vigorously. The papertakes Suzhou rural "Three Changes" reform as the research object, deeply analyzes "Three Changes" reform''sprogress, the main patterns, the mechanism on promoting the rural revitalization, and existing problems, then putsforward some relevant policy recommendations on accelerating the "Three Changes" reform, hopes to provide otherareas in Ahhui province even the whole country with some useful experience and reference.
