新形势下知识产权保护高地建设研

2006年,深圳市首次提出要把深圳建设成为知识产权保护“高地”。此后,部分司法机关也提出要建设知识产权司法保护高地,提高知识产权司法保护水平。实践证明,知识产权保护高地的建设促进了区域创新、推动了重点产业发展、培育了一批知识产权优势企业。在建设知识产权强国的新形势下,知识产权保护高地有必要从一期过渡到二期,按照4种类型、6种要素和5种特征进行全面升级,从而通过深化改革和制度创新,进一步激发创新创业热情,带动产业、经济和社会发展,拉动区域经济协调发展。

Study on the Construction of Intellectual Property Protection High Ground under the New Situation

In 2006, Shenzhen raised the issue to turn Shenzhen into a "High Ground" of intellectual property protection for the first time, in order to improve the investment environment and business environment. Since then, some judicial organs also have proposed to build intellectual property rights judicial protection "High Ground" and raise the level of judicial protection of intellectual property rights. Practice has proved that the construction of intellectual property protection high ground promotes regional innovation, boosts the development of key industries, and cultivates a number of enterprises with advantages in intellectual property rights. Under the new situation of the construction of intellectual property power state, it is necessary for the high ground building to evolve from Phase I into Phase II, to conduct a comprehensive upgrade in four types, six elements and five characteristics, through deepening reform and institutional innovation, to further stimulate innovation and entrepreneurial enthusiasm; to drive industry, economic and social development; and to further coordination the development of regional economic growth.
