碳排放核查的科学性、公平性很大程度上决定了碳市场发展的深度和广度。通过研究发现,在碳核查机构角色扮演、核查机构数量、核查人员能力、核查指南、核查标准、核查费用来源、核查监管体系及碳交易立法等方面还存在一定不足。为此,核查机构要做好角色转换,逐步强化咨询服务功能;建立核查机构退出机制,规范市场秩序,提升核查业务能力;完善和出台《全国碳排放权交易的第三方核查指南》,夯实碳排放监测核算基础;加快组建碳核查行业协会,搭建核查机构间的交流平台,统筹完善核查监管体系;加快建立和完善以《碳排放权交易管理条例》为核心的法律体系,建立健全政策保障体系。
