从中国科学院科技扶贫历史看精准脱贫模式

摘    要:进入十三五,我国扶贫开发事业从"大水漫灌式"向"精准滴灌式"转型,形成了全社会参与精准扶贫的局面。中国科学院是我国"科技扶贫"的发起者、倡导者和实践者,30多年来,在扶贫工作中创新提出了"异地搬迁扶贫"、"异地股份制扶贫"、"技术引进扶贫"和"依托野外台站长期驻守扶贫"等模式。本文在总结中国科学院科技扶贫开发历程的基础上,提出并探讨了多种现阶段精准脱贫的创新模式。

Abstract:In the 13th five-year plan, China''s poverty alleviation had transformed from "flood flooding" to "precision drip irrigation", the whole society had participated in precision poverty alleviation. The Chinese Academy of Sciences is the initiator, advocator and practitioner in poverty reduction work using science and technology. In 30 years of poverty reduction work, CAS proposed a serial of models in poverty alleviation creatively, such as "relocation house places model", "allopatric shareholding model", "technology introduction model" and "rely on field observation stations model" On the basis of summing up the poverty alleviation development process by science and technology leaded by Chinese Academy of Sciences, this paper discussed various innovative models of poverty alleviation at present.
