PPP模式下我国智慧城市项目实施现状与策略研究

政府和社会资本合作(PPP)模式已经成为世界各国广为采用的公共基础设施建设方式。智慧城市依附于传统城市要素,借助于新一代信息技术提供智慧产品和服务,是PPP模式推广运用的新领域。在当前政府部门追求PPP项目落地、私营企业积极参与PPP项目的背景下,本文结合财政部智慧城市PPP示范项目实例,从参与主体、建设内容与合作模式等方面对其实施现状进行分析,并就智慧城市PPP项目实施过程的关键问题提出策略建议。本研究从智慧城市PPP示范项目中探讨具体运作方式,以期可以发挥示范项目的引领作用,为我国智慧城市PPP项目提供实践参考。

Implementation Status and Strategies of Smart City PPP Projects in China

Public-Private Partnership (PPP) mode has become an effective way to build public infrastructure in many countries all around the world. As a new field using PPP mode, smart city depends on traditional urban factors, and provides smart products and services with the help of new generation information technology. In the background of government pursuit of PPP project landing and social capital actively participation in PPP project, implementation status has been analyzed from three aspects of participants, project contents and ways of cooperation, combined with examples of smart city PPP demonstration project of the Ministry of Finance. Then, corresponding strategies that aim at key issues in the implementation process of smart city PPP project are proposed. This study explores the specific operation mode from the smart city PPP demonstration project, in the hope that smart city PPP demonstration project will play a leading role and provide practical reference for other projects in china.
