我国精准扶贫实践中的精准化难点与对策建议

精准化理念是新时期精准扶贫基本方略的核心要义。精准扶贫政策体系中精准化的要点在于精准识别、精准帮扶和精准管理。2013年以来,通过实施基于建档立卡的精准识别、精准帮扶和精准管理,我国扶贫的精准化程度显著提高。但是实践工作中仍存在许多难点和问题,具体表现为:由于贫困认定边界的模糊性和识别要求的精确性之间的矛盾、贫困户的发展能力的有限性和脱贫任务的紧迫性之间的矛盾、扶贫机构的松散式管理和扶贫开发工作的系统性之间矛盾,这些矛盾产生了识别精准化、帮扶精准化和管理精准化难题。本文在深入分析上述难题及其成因的基础上,提出了提高精准化程度的对策建议:一是建立贫困户分类系统,制定差别化的因村因户帮扶措施;二是建设扶贫大数据平台,推动贫困相关共享和扶贫决策优化;三是建立精准扶贫诚信体系,营造诚信帮扶和诚信脱贫的氛围;四是充分发挥第三方评估的监督作用,创新精准扶贫管理模式。
