| 摘 要： | 新建地方本科院校在建设高等教育强国中肩负着重要的历史使命。新建地方本科院校必须完善顶层设计，明确办学理念，找准自身定位，做好战略规划，凝练办学特色，才能在激烈的竞争中科学发展，继续在我国建设高等教育强国进程中做出应有的贡献。
