上海流动人口问题的应对措施

上海经济发展极为迅速，较高的经济发展水平吸引了周边及内地众多的人口源源不断流入上海，流动人口问题已成为上海经济建设中不可避免的问题．上海的流动人口是经济社会发展的必然趋势和必要条件，然而现行的管理措施不能适应经济发展的需要．在对城市生态场势与现行户籍制度关系分析的基础上，提出可对不同教育程度、从事不同行业的人员实行不同的管理制度，并尝试从观念、管理制度(留居证制度)、居住、劳务市场等几个方面提出了几点对上海流动人口问题的应对措施．

How to Conduct Migratory Population in Shanghai

Migration is an inevitable phenomenon and indispensable element following the social and economic development of a city.The rapidly economic development and highly economic level of Shanghai has been attracting a steady flow of people from all over the country.Hence the problem of dealing with these migrants becomes very urgent.But the present means of handling this issue can not meet Shanghais economic development.The authors in this paper suggest that people with different education levels and engaged in different occupations should be treated with different ways by analyzing the relationship between urban ecologic condition and prevailing residence system.They also try to solve the problem by measures derived from concept,management ( e g inhabitation card system),habitation and labor market in Shanghai.
