| 摘 要： | 官民矛盾问题可以通过行政体制改革加以解决。不同的人提出了不同的方案,意见难于统一。以马克思、恩格斯的行政体制发展思想为指导,实现人民主权、保障官民双方正当权利,行政体制改革可以更深入进行;以普选和随时进行的监督、罢免做保障,可以在行政体制改革进程中解决官民矛盾问题,实现共同发展。
