In the light of the loopholes and the disadvantages of the current bidding system, this paper expounds the promoting function of the valuation based on the quantity bill on the bidding system, makes clear enterprise's position of the main body in the market for self-pricing, which marks that our country's construction cost management has transformed from the planning model of the "combination of the quantity and the cost" into the market model of the "separation of the quantity and the cost", and shows that our country's bidding system begins truly going on the orbit of the international custom.
