| Abstract: | At the corner of the centuries, the strategy of exploiting the West decided by CPC initiated a new round of war for qualified personnel as well as promoting the economic developmen in the middle and west areas in China. With this situation as background, this treatise expounds the urgency and necessity of strengthening the qualified personnel resources exploitation in Henan, and proposes the thinking way and countermeasure for quickening the qualified personnel resources exploitation. |
