体量经济的内涵及其科学基础

基于自然资源禀赋和区域发展需求,科学评价区域发展的现状和潜力,优化调控区域发展的空间、规模和开发强度是目前研究的热点问题之一。本文在区域综合承载力的基础上,构建了体量经济这一区域发展全新理念。从分析体量经济的构成入手,构建了设定发展容量、选择适宜阈值、提出容纳能力的内涵体系,揭示了体量经济的地域性、复杂性、普适性和系统性等特征;生态发展公式是体量经济的核心,能够对体量经济的容量、阈值和能力进行定量表达和分析,并对现状开展评价和对未来场景进行预测。体量经济不仅是区域生态文明发展的衡量红线,还是制定区域发展方向、战略和功能的重要基础,更是指导区域生态经济布局的重要依据。

The Connotationand Scientific Foundation of Resource-suitable Economy

Scientifically evaluate the developmental state and capacity in the process of regional development and quantifily regulate the developmental magnitude and exploitation strength are one of the most hot research focus recently. We proposed a brand new concept in regional development, i.e. the resource-suitable economy, on the basis of regional synthetic carrying capacity. Beginning with the analysis of the constitute of resource-suitable economy, we suggest that the connotation of the resource-suitable economy should include the setup of developmental capacity, selection of appropriate threshold, and finally provision of the holding capacity. Further, we reveal the characteristics of the resource-suitable economy, e.g. regionalism, complexity, universality and systematicness. Ecological development model is the kernel of the resource-suitable economy, because it can quantifily evaluate the capacity, threshold, and power of the resource-suitable economy, so it can further assess the developmental state and predict future prospect. Resource-suitable economy is not only the evaluating red-line of ecological civilization, but also the basis to formulate the developmental directions, strategies, and functions, what is more, the guidance of the pattern of regionally ecological economy.
