| 摘 要： | 数字图书馆在现行的版权体系下举步为艰，如何解决数字图书馆发展与法律限制的矛盾，出路是调整版权制度，使之适应数字时代权利分配与利益的需要。要重新界定图书馆合理使用的范畴，赋予图书馆必要的法定许可，完善版权集体管理制度。
