摘    要:为了探究大规模灾害救援初期物资不足、运输能力有限情况下的应急物资调度问题,引入需求迫切度和满意度的概念,构建了多储备点、多受灾点的多种物资的调度模型,以最大化受灾点平均满意度和最小化运输路径长度为目标,并采用双蚁群算法对模型求解。案例仿真实验表明,该模型在保障受灾点的基本物资需求,且优先供给需求迫切度高的受灾点的前提下,得到了有效的物资调度方案,为决策者制定救灾策略提供了参考。

Abstract:In order to explore the problem of emergency material dispatch in the case of insufficient materials in the initial period of large-scale disaster relief and limited transportation capacity, this paper introduces the concept of urgency and satisfaction, and constructs the dispatch model of a variety of materials with multiple reserve points and multi-disaster points, aiming at maximizing the average satisfaction of the disaster site and minimizing the length of the transportation route. The two-ant colony algorithm is used to solve the model. The case simulation experiment shows that the model obtains an effective material dispatch scheme under the premise of ensuring the basic material demand of the disaster site and giving priority to the disaster site with high demand for supply, which provides reference for the decision maker to formulate the disaster relief strategy.
