| Abstract: | This paper explores the scientific principles of identifying talents in colleges and universities.In order to build a harmonious campus,a scientific personnel managerial organism construction is to be taken into immediate consideration.The writer argues it is not that colleges and universities don't have sufficient people with abilities,but a scientific principle of identifying talents is in absolute need. |
