基于B/S结构的评标专家系统设计

【目的】为加强评标专家队伍的管理和建设,规范项目评标,降低评标专家信息泄漏的可能性,设计一种评标专家系统。【方法】采用均匀分布概率机制进行专家抽取,使用语音卡、TTS、多线程等技术实现自动通知。【结果】系统实现了包括专家库管理、专家抽取、语音通知、短信发送、专家行为统计分析等功能。【结论】系统自动程度高,可以有效避免人为因素的影响导致的各种违规现象,保证招投标工作的公平、公正性。

Design of the Bidding Evaluation Expert System Based on B/S

Objective]In order to strengthen management and construction of the evaluation ex-perts, standardized evaluation management, reduce the possibility of divulgence, a bidding evalua-tion expert system is designed.Method]We design the bidding evaluation expert system by choo-sing experts using a random mechanism of uniform distribution and automatically notifying experts through voice telephone card, TTS, multithreading.Result]System realizes experts management, choosing experts, notification, SMS, behavior analysis etc.Conclusion]The high automation de-gree of the system can avoid irregularities phenomenon caused by manual intervention and ensure the impartiality of the bidding activity.
