对西部旅游业跳跃式发展战略的探讨

章首先指出,由于西部旅游业具有明显的比较优势,西部大开发战略的实施又为西部旅游业带来了新的发展机遇,我国经济结构的转型也为旅游业的发展提供了强大的推动力,我国加入WTO更将大大扩充西部旅游业的发展空间,因此西部旅游业具有实现跳跃式发展的基础。要实现这种跳跃式发展,不仅要解决现存的一些问题,而且要把握国际国内旅游业的发展新趋势并制定相应的战略。西部旅游业现存的问题包括：总体水平仍比较低、各地发展不平衡、调控力度和水平比较低、产业化程度低、掠夺式开发和经营现象普遍、生态环境破坏严重等。旅游业的发展新趋势包括：保护旅游区的生态环境已经成为旅游业持续发展的当务之急;连续的创新能力已经成为旅游业的灵魂;对游客进行深刻的教育将成为旅游业的一个重要目标;旅游形式的个性化、产品的多样化与柔性化;旅游企业的规模将呈现两极分化趋势;旅游服务手段的电脑化、网络化等。最后,本提出了西部地区旅游业的战略选择：“以增加就业、刺激需求、增加收入、保护环境、永续利用资源、弘扬化为目标,以专项旅游和观光旅游为主攻方向,‘扬两长、补一短’,统一协调,突出特色,综合发展大旅游业”,以及实现西部地区旅游业跳跃式发展的一些关键措施。

On the Leaping Development in Western Region

Firstly,the paper proposes that tourism has the base of leaping development in our western area of its obvious comparative advantages,the implementation of strategies of big exploration in the western area,the transformation of the economic structure and entry into WTO.To realize leaping development and solve some preveious problems,we should grasp the new trend of tourism and work out corresponding strategies.The preveious problems include:general standard is low and the development is uneven at different places;control dynamics and qualities are low,the degree of industrialization is low;plundering exploration and management is universal;the ecological environment is badly destroyed.In this paper,we analyzed the trend of tourism industry including:it was urgent to protect ecological environment of tour region;continual ability of innovation has become the soul of tourism;profound education to tourism has become an important aim of the tourism;the form of tourism would be more individual;the products would become varied and flesible;the scale of travel agencies would present the trend of the division of two poles;the way of service would depend on computer and cyberspace.Then,we suggested the strategy choice for the tourism industry in the western areas;to increase employment and stimulate the demand and increase the income and protect the environment and continually make use of the resources and develpment civilization,we should develop special tour and sightseeing tour chiefly,"push two superiority forward,compensate three inferiority,"coordinate as a whole,project distinguishing feature,develop tourism in an all-around way.Lastly,the paper proposes some key measures to realize leaping development of the tourism in the western area.
