| Abstract: | In this paper, the author elaborated the practical significance of transformation in the development of state-owned enterprise under market economy. From three aspects: the relationship between government and enter- prise, the power of government and transformation of service- typed government, the author pointed out the gov- ernment should change its function to serve for the state-owned enterprise. |
